HARRIS COUNTY SHERIFF AND ICE COLLABORATION?
[HOUSTON, TX] On Wednesday August 26 2026 at 11:00 am at FIEL Headquarters (4635 Southwest Freeway #220, Houston, TX 77027) the Family of Joceline Penaloza Magana, Attorney Kim Bruno and FIEL spokespeople will gather to ask why a HCSO Agent would call ICE and wait over an hour FOR THEM TO SHOW UP?
On Wednesday, August 19, around 4:00pm Jocelinne was headed back home after a job interview. Stuck in traffic, her car ended up partially blocking an intersection. She was pulled over by an HCSO Deputy. The deputy began asking invasive questions. He then proceeded to call ICE and wait for OVER AN HOUR for them to come to the scene. A 23-year-old DACA-eligible young person was then taken into custody. She now sits in ICE custody. WHY?
"For over a year, we have been focusing on HPD ICE collaboration while ignoring the elephant in the room, which is HCSO ICE collaboration. Harris County leads the nation in ICE holds and transfers. Why? This particular case is troubling because Joceline’s rights were violated due to the extensive time she had to wait for no reason for ICE to show up. This is unacceptable. Was this a rogue agent, or is this part of a more sinister plan by HCSO? The community demands to know. " -Cesar Espinosa FIEL Houston
